Issue
A train company has banned conductors from walking between stations because they could be carrying cash. As a result there were train delays after their taxi broke down which has upset a lot of people.
Panel decision
The train company’s policy to transfer conductors between stations by taxi seems a sensible one if it is intended to protect them from risk of assault/theft because they are carrying money. It does however seem thoroughly disproportionate to cancel the train rather than identify an alternate means of getting the conductor to the station which could have been devised.
